KAJIAN KETIMPANGAN FISKAL (FISCAL IMBALANCE) DAN KEBIJAKAN DESENTRALISASI FISKAL PADA DAERAH OTONOM

Abstract


Tulisan ini mengkaji secara deskriptif ketimpangan fiskal (fiscal imbalance), baik sebelum maupun setelah otonomi daerah diterapkan.  Ketimpangan fiskal (fiscal imbalance) pada tulisan ini, meliputi ketimpangan fiskal vertikal (vertical fiscal imbalance), maupun ketimpangan fiscal horisontal (horizontal fiscal imbalance) yang dikaji berdasarkan tingkatan pemerintahan, baik pada  kabupaten / kota mapun provinsi.

Konsep perhitungan besarnya koefisien ketimpangan fiskal dilakukan menggunakan berbagai formula dari para ahli, dimana koefisien ketimpangan fiskal vertikal (vertical fiscal imbalance) nilainya antara 0 sampai dengan 1.  Semakin kecil nilai koefisien berarti daerah semakin tergantung pada pemerintah pusat.  Sebaliknya semakin besar koefisien ketimpangan fiskal menunjukkan semakin mandiri daerah-daerah tersebut dalam membiayai pengeluarannya.
