<p>Roads are the basic and main infrastructure in driving the wheels of the national and regional economy. So it is necessary to plan a pavement structure that is strong and durable, for tropical areas such as Indonesia the type of asphalt that is often used is the type of asphalt pen 60/70 where the melting point ranges from 48-58. The existence of plastic is increasingly abundant, Indonesia is the second country that discharges plastic waste into the sea with an amount of approximately 1.3 tons per year. Therefore, the use of plastic waste in hot asphalt mixtures can be used as an alternative to reduce dependence on oil asphalt. In addition to the use of plastic waste in the hot asphalt mixture, another alternative that can be used is the use of local pamekasan aggregates as a constituent of the hot asphalt mixture. Therefore plastic asphalt is used as a mixture of asphalt and the use of asphalt pen 60/70 as a comparison using local Pamekasan aggregates. There are 27 test objects that will be made and will be tested to determine the Marshall characteristic value with reference to the requirements in the 2018 Highways Technical Specifications revision 2. From the test results, almost all mixtures using plastic asphalt can meet the requirements for Marshall characteristics. However, from all these types of mixtures it can be concluded that the optimum mixture is the use of Asphalt 4.9% with the highest Stability value of 1166 Kg with a VIM value of 3.98%, VMA 15.51%, VFB 74.33%, MQ 402kg/mm and density value of 2.263 gr/cc.</p>asmaroni, Ahmad Fatoni, Alfita Yusriyah

<p>Government Procurement of Goods and Services (PBJP) of construction is one of the products of the government policy system to meet the infrastructure needs of the community so that it is necessary to implement it professionally by applying PBJP principles including efficient and effective principles. The city of Surabaya as one of the largest cities in Indonesia has massive infrastructure development and has a good record in implementing its PBJP. Therefore, this research is needed to analyze the application of the efficient and effective principles of PBJP in the construction sector in Surabaya, so that it can be an example and reference for the development of PBJP service systems in other regions in Indonesia. Using the <em>Importance Performance Analysis (IPA)</em> approach, the degree of conformity of the application of efficient and effective principles was obtained, which reached 87.91% and 86.31%, respectively. However, with a value that is still below 100%, it is necessary to make improvements. Based on the analysis with quadrant propagation, the indicators needed to be improved immediately with the classification of quadrant A (the main priority of improvement) were obtained to improve the suitability of the application of the effective principle of fi among which are trimming the procurement process time and trimming administrative costs. <p>By creating infiltration wells, one can improve the soil's capacity to absorb rainwater. Infiltration wells are holes or wells dug into the ground's surface to catch rainwater and allow it to soak into the soil. Rainwater will be gathered and absorbed into the ground through infiltration wells in order to raise the groundwater table and lessen runoff (Kusnaedi, 2011). The Sunjoto (1988) method is one of several for dimensional infiltration wells. The idea that the volume of incoming water can be determined based on the balance between the water that enters the well and the water that seeps into the earth was created by Sunjoto. The fundamental shape of the infiltration well is designed to reach a porous layer of soil so that water quickly seeps into the ground in order to achieve a balance in the volume of entering and exiting water. Researching the permeability constant head in-situ is one technique to learn how much water is absorbed. The study's findings show that clayey silt, sandy silt, and sandy soil are layered together. The permeability value (K) for L=0.30 m is 7.38 cm/hour, for L=0.70 it is 10.728 cm/hour for very fast impregnation, and for L=1.00 it is 9.612 cm/hour. Results Analysis of absorption discharge (Qo) for channel depth and duration (T) reveals that infiltration wells 1, 2, and 3 all have rising Determination values (R2) of 0.70%, 0.89%, and 0.94%, respectively. The maximum result, which is 90%, is indicated by the determination value (R2) on the two geometric components with K constant head. The model predictions are as accurate as the average of the observed data, according to the test result for the NSE value of 0.99. Between 0.001-0.005, the mean absolute error is negligibly tiny. The RMSE value is low or close to 0, specifically between 0.04 and 0.05 for the geometric factor with K constant head, indicating that the difference between the predicted value and the actual value is relatively small.</p>Anita Rahmawati, Azizah Rokhmawati

<p>Apart from parking lots, several things that trigger traffic problems at the Peterongan market are the presence of street vendors trading on the road, passengers getting on and off vehicles on the road, loading and unloading activities on the side of the road and pedestrians. These things are side obstacles that affect the performance of the front road segment of the Peterongan market. Based on this, this research is focused on analyzing the service level of the front road in the Peterongan market. The method used is MKJI 1997. The highest traffic flow value occurs on Monday at 06.00 – 07.00 at 5336.1 pcu/hour. The high traffic flow is caused at this time when going to school and work. The capacity value during the highest traffic flow conditions is 8834.76 pcu/hour. The Degree of Saturation (DS) value of the highest current and capacity value is 0.603989. <p>In this research, an analysis of Vehicle Operational Costs (BOK) is carried out for LCGC (Low Cost Green Car), MPV (Multi Purpose Vehicle) and SUV (Sport Utility Vehicle) types of vehicles on Jalan M.H. Thamrin. The purpose of this analysis is to determine performance on Jalan M.H. Thamrin, so there is a need for an analysis of Vehicle Operational Costs (BOK) that experience congestion and time delays when passing through the road using two methods, namely the LAPI ITB method and the PCI (Pacific Consulate International) method. time value which is the cost and time incurred due to congestion Time value analysis is based on the average income per person working in the Jalan M.H. Thamrin area by conducting interviews beforehand. reviewed based on observational BOK and free flow BOK H the results of the analysis of vehicle operating costs for free flow speed of 2,575.83 rupiah, 3,197.86 rupiah and 6,937.85 rupiah based on the LAPI ITB method, and BOK results based on the PCI method 2,492.34 rupiah, 3,169.41 rupiah and 7,857.50 rupiah. The results of the BOK analysis based on the LAPI ITB method were the highest for LCGC, MPV and SUV vehicles, respectively 4,098.88 rupiah, 5,146.55 rupiah and 12,405.66 rupiah with a travel speed of 13 km/hour. While the BOK results using the PCI method were the highest respectively at 5,444.36 rupiah, 7,108.68 rupiah and 18,010.69 rupiah at a speed of 13 km/hour. The results of the time value analysis are obtained based on the respondent's monthly income, which is 50,473 rupiah/hour. The total value of lost costs due to congestion is greatest when passing Jalan M.H. Thamrin for LCGC, MPV and SUV vehicles respectively 5,439,965 rupiah, 20,993,349 rupiah and 8,703,865 rupiah. Performance on Jalan M.H. <p><strong>Abstract</strong></p> <p>Due to poor administrative supervision and a lack of collaboration amongst all interested parties, the Situbondo Paramaan Bridge Replacement project was delayed to the detriment of all stakeholders. In order to comprehend the contributing factors that contribute to the delays, the researcher's objective with this delay issue is to compare the fast track technique and not use it. The replacement project for the Situbondo Paramaan Bridge, which has fallen behind schedule, is the main subject of this study.</p> <p>The primary and secondary data for this study, which combines qualitative and quantitative research approaches, were processed using Microsoft Project 2016.The data were gathered straight from the project. With a focus on time management, the fast track technique is used to address project delay difficulties.</p> <p>This study aims to accelerate time so that the project can be finished on schedule or even earlier than the time agreed upon between the contractor and the project owner. <p>Planning railroad geometry is planned based on the speed of the train that will pass through the railroad. One of the railroad geometries is straight and curved roads or the horizontal alignment of railroads. The railroad track consists of straight lines and curved lines. The straight line allows trains to run according to operational speed. On a curved track, the train has the possibility of lowering its speed due to the condition of the curved track with a certain height and radius. Therefore, it is necessary to do a good job and in accordance with the work plan. The formulation of the problem of this research is how the data analysis techniques in curved shear work; what is the procedure for carrying out curved shear work; and what is the follow-up and the results of the implementation of the curved shift. The purpose of this study is to determine the impact of curved shear work on the motion of the train. This research method was carried out based on PD No. 10 of 1986 PT Kereta Api Indonesia (Persero). The research location is at arch number 11 KM 8+303 to 8+484 Wonokromo Surabaya. The curved shear work and bend inspection were carried out based on PT Kereta Api Indonesia (Persero) operational standards in 2019. From the curved shear work, it is planned to change the bend radius from 450 m to 350 m. The results of the inspection of the bends after the curved shearing work obtained a curved radius of 350 m, a height of 109, an average AP of 143 and a speed of 80 km/hour.</p>R Endro Wibisono, Ade Irma Irjayanti

<p>Street vendors around Cikutra Street are growing rapidly because of their location close to centers of community activity, such as residential locations, as well as education and health facilities. It causes the condition of the road network and facilities for pedestrians to not function properly. This study objectives to determine the impact of street vendor activity on the level of service on Cikutra Street, Bandung City. This research is a kind of quantitative studies in which the evaluation of level of road service uses the 2014 Indonesian Highway Capacity Guidelines. Based at the results of the analysis, the existence of street vendor activity along Cikutra Street has an influence on the level of road service. The existence of these street vendor activities has an impact on decreasing the level of service on Cikutra Street. This happens because it tends to be caused by travel delays, the physical condition of the street, the geometry of the street, and the volume of vehicle traffic flow on that street section. Even if the street vendors are abolished or relocated to other locations, the volume of vehicles will still be high because there are other commercial activities that are located on the edge of Cikutra Street and can affect the composition of vehicles passing through Cikutra Street.</p>Achmad Fauzan Iscahyono, Thasya Putri Aurora, Renny Desiana

<p>The high pedestrian activity on the Taman Siswa Road Section raises the potential for traffic accidents given the high volume of traffic and vehicle speeds, especially during peak hour when going to and from school. The purpose of this study was to analyze the need for pedestrian facilities, the Safe School Zone (ZoSS) on the Taman Siswa Road Section, especially in the school area, SD N Sekaran 1, SD N Sekaran 2 and MI Roudlotul Huda. The research method used to determine the need for pedestrian facilities is by surveying traffic volume, vehicle speed, volume and movement of pedestrians which were analyzed based on MKJI 1997 and PV<sup>2</sup>. From the results of the analysis, the traffic volume is 1,006 smp/hour during peak hours at 06.30-07.30 WIB. With the value of the road capacity analysis of 1,304.331 smp. So that the road service level of 0.771 is obtained, level C with an average speed on the Taman Siswa Road Section of 37.065 km/hour. For the analysis of the need for pedestrian crossing facilities at SD N Sekaran 1, SD N Sekaran 2, and MI Roudlotul Huda it shows a PV<sup>2</sup> value = > 2 x 108, which means that in these locations it is recommended to provide pedestrian crossing facilities in the form of zebra crossing with protection. For the facilities needed by pedestrians, it is recommended to provide sidewalks with a width of 3 meters. At all school locations that have carried out the Z test on speed analysis, analysis of pedestrian behavior when crossing, analysis of introductory behavior, it is concluded that the road is not safe. For this reason, it is necessary to need road equipment facilities in the form of a Safe School Zone (ZoSS). <p> The development of the quality and quantity of clean water is one of the environmental infrastructure developments that needs attention, because it is one of the most important resources for the community. Water is all water contained in and derived from water sources both above and below the ground surface. This study aims to determine the existing condition of raw water sources and provide policy direction for the raw water sources of the Mangetan River Kanal-3, Gedangan District for the availability of clean water. The method used is descriptive quantitative with laboratory analysis techniques and AHP (process hierarchy analysis). Data collection was carried out by taking water sample points from the Mangetan River Kanal-3, secondary data and in-depth interviews with the Irrigation Service and communities around the river. The results showed that the Mangetan River Kanal-3 with Color parameters and E-coli still did not meet the quality requirements for raw water sources. As for the parameters of acidity (PH), temperature, turbidity, and odor from laboratory test results, they meet the quality requirements for raw water sources. The main policy priority directives implemented for the availability of clean water from the raw water of the Mangetan River Kanal-3 are to pay attention to the quality, continuity and quantity of water. The policy implication obtained from this research is how the community protects the environment by not throwing garbage or other waste into the river so that the river can be used as raw water for the availability of clean water and meets the criteria for clean water according to quality standards.</p>Suning Suning, Sugito, Ardian Amirullah
