Abstract

Turtles are protected animals, which necessitates conservation efforts to prevent their
population decline, one of which is ecotourism-based conservation. In Indonesia, the Technical
Implementation Unit (TIU) for Turtle Conservation in Pariaman City exemplifies this. This research
aims to analyze the role of stakeholders in the sustainability of the TIU. The analysis uses the
Matrix of Alliance Conflicts Tactics and Recommendations (MACTOR) method. The analysis
results indicate the presence of convergence and divergence among the involved actors, as well
as ambivalence that affects the effectiveness of the conservation program. The researchers aim
to provide recommendations to enhance collaboration and management effectiveness, support
turtle conservation, and improve the welfare of local communities.
