This study aims to evaluate the Gerakan Sayang Perempuan Ojek Online (GASPOL) Program in Surabaya in enhancing the protection and empowerment of women working as online motorcycle taxi drivers. The study focuses on effectiveness, efficiency, and adequacy based on Winarno’s policy evaluation model. Managed by the East Java Office of Women's Empowerment, Child Protection, and Population (DP3AK), the GASPOL program includes self-defense training and economic and social empowerment activities to improve the safety, skills, and well-being of female online motorcycle taxi drivers. This research employs a qualitative method with data collection techniques including in-depth interviews, observations, and documentation. Data were gathered from informants, including DP3AK officials, program leaders, program members, and customers. The findings indicate that the program has had a positive impact on increasing participants' protection and self-confidence, despite several challenges such as budget constraints, low participant engagement, and difficulties in benefit distribution. The study recommends enhancing the program’s effectiveness through increased budget support, improved program outreach, and greater involvement of strategic partners. Additionally, it highlights the importance of program sustainability in creating a safe and supportive working environment for women in the online transportation sector.
