Penelitian ini bertujuan untuk menganalisis implementasi kebijakan revitalisasi kawasan Budaya Kota Lama Surabaya, serta dampaknya terhadap peningkatan daya tarik wisata, ekonomi lokal, dan pelestarian Budaya. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan pengumpulan data melalui wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa implementasi kebijakan revitalisasi dilakukan melalui perencanaan yang melibatkan berbagai pihak, termasuk pemerintah, masyarakat, dan pelaku usaha. Faktor pendukung revitalisasi meliputi dukungan masyarakat, program pelatihan untuk pelaku usaha, serta promosi yang intensif melalui media sosial. Namun, terdapat beberapa hambatan seperti keterbatasan fasilitas parkir, kurangnya ruang terbuka hijau, dan kepadatan pengunjung pada waktu tertentu. Penelitian ini bertujuan untuk menganalisis implementasi Peraturan Daerah No.3 Tahun 2018 dalam sistem parkir berbasis QRIS di Taman Bungkul, Kota Surabaya. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif untuk mengidentifikasi faktor dominan dan tidak dominan yang mempengaruhi keberhasilan sistem tersebut. Hasil penelitian menunjukkan bahwa implementasi sistem parkir berbasis QRIS di Taman Bungkul berjalan dengan cukup baik. Faktor dominan yang mendukung keberhasilan implementasi ini meliputi kesiapan masyarakat dalam beradaptasi dengan teknologi digital, dukungan dari pelaku usaha kecil dan menengah (UMKM) yang telah menggunakan QRIS, serta kesiapan juru parkir dalam mengoperasikan sistem pembayaran digital. Namun, terdapat beberapa faktor penghambat, seperti keterbatasan akses teknologi bagi sebagian masyarakat, ketidaksiapan sebagian juru parkir dalam mengelola transaksi digital, serta kendala teknis seperti gangguan jaringan dan kerusakan kode QR. Penelitian ini bertujuan untuk mengevaluasi efektivitas pelaksanaan program DEA di BPSDMP Kominfo Surabaya. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Evaluasi yang digunakan untuk penelitian ini menggunakan pendekatan evaluasi kebijakan William N. Dunn yang mencakup enam indikator utama: efektivitas, efisiensi, kecukupan, perataan, responsivitas, dan ketepatan. Fokus penelitian pada penelitian ini meliputi enam indikator yang digunakan untuk mengevaluasi program pelatihan DEA yaitu efektivitas, efisiensi, kecukupan, perataan, responsivitas, dan ketepatan. Hasil penelitian menunjukkan bahwa efektivitas Program DEA terbukti dalam meningkatkan keterampilan digital UMKM dengan jumlah peserta yang seringkali melebihi target, sementara dari segi efisiensi pelatihan daring mampu menjangkau lebih banyak peserta. Pelatihan ini cukup menjadi solusi bagi permasalahan UMKM di bidang marketing digital dan peserta secara merata mendapatkan bantuan apabila memiliki kendala dengan respon tim pelaksana yang sigap. Selain itu, pelatihan ini sangat tepat karena selalu memperbarui materi yang relevan dari tahun ke tahun. Serta adanya faktor pendukung program ini yaitu meningkatkan literasi peserta dan tim pelaksana yang tanggap dalam kelancaran pelaksanaan, kemudian faktor penghambat yang terjadi dalam pelatihan DEA yakni peserta yang memiliki ketidaksetaraan teknologi dan jaringan, literasi digitalisasi yang rendah, serta meyakinkan peserta. RUPBASAN adalah tempat menyimpan benda sitaan dan barang rampasan negara untuk keperluan prosedur peradilan. Penelitian ini bertujuan untuk mengevaluasi pengelolaan benda sitaan dan barang rampasan negara di Kantor Rumah Penyimpanan Benda Sitaan Negara (Rupbasan) Kelas 1 Surabaya. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan pengumpulan data melalui wawancara dan observasi di lokasi penelitian. Evaluasi dilakukan dengan menggunakan teori evaluasi kebijakan publik menurut William N. Dunn. Fokus utama penelitian mencakup efektivitas, efisiensi, kecukupan, kesetaraan, responsivitas, dan ketepatan dalam pengelolaan barang sitaan dan rampasan sesuai dengan Peraturan Menteri Hukum dan Hak Asasi Manusia Republik Indonesia Nomor 16 Tahun 2014. Hasil penelitian menunjukkan bahwa meskipun Rupbasan Kelas 1 Surabaya telah menjalankan fungsi pengelolaan sesuai dengan regulasi, terdapat beberapa tantangan seperti keterbatasan fasilitas penyimpanan, kurangnya kejelasan kebijakan terkait durasi penyimpanan, dan potensi penurunan nilai barang akibat lamanya penyimpanan. Faktor pendukung meliputi kerjasama yang baik antar instansi terkait dan komitmen pegawai dalam menjaga keamanan serta keutuhan barang. Wilayah Sumba Tengah menyimpan banyak keindahan alam dan budaya wisata. Pemerintah Kabupaten Sumba Tengah sebenarnya telah berupaya untuk melakukan pengembangan pariwisata di wilayah Sumba Tengah. Pemerintah Kabupaten Sumba Tengah telah mengusulkan rencana pembangunan kawasan destinasi pariwisata prioritas (DPP). Adapun tujuan penelitian ini adalah untuk mendeskripsikan pariwisata di Kampung Adat Kambajawa Kabupaten Sumba Tengah; dan untuk mendeskripsikan usaha dan Hasil Pengembangan Pariwisata Kampung Adat Kambajawa Kabupaten Sumba Tengah; serta untuk mendeskripsikan implementasi Pengembangan Pariwisata Kampung Adat Kambajawa Kabupaten Sumba Tengah berdasarkan Teori George Edward III; dan juga untuk Mendeskripsikan Faktor Pendukung dan Penghambat Impelementasi Pengembangan Pariwisata Kampung Adat Kambajawa di Kabupaten Sumba Tengah. Jenis penelitian ini adalah penelitian kualitatif. Rancangan penelitian yang digunakan penulis adalah deskriptif kualitatif. Fokus penelitian ini menggunakan model Implementasi Kebijakan George Edward III. Lokasi penelitian dilakukan pada Kampung Adat Kambajawa Kabupaten Sumba Tengah.&nbsp; Informan penelitian adalah Sekretaris Dinas Pariwisata dan kebudayaan Kabupaten Sumba Tengah, Pengelola wisata, Kepala Desam, Masyarakat / warga, Pelaku usaha, Pelaksana program / kegiatan&nbsp; pengembangan serta Pengunjung. Alur analisis mengikuti model analisis interaktif sebagaimana diungkapkan Miles dan Huberman. Berdasarkan hasil analisis data dan pembahasan didapatkan kesimpulan penelitian bahwa Implementasi Pengembangan Pariwisata Kampung Adat Kambajawa Kabupaten Sumba Tengah secara garis besar telah memenuhi parameter Implementasi Kebijakan sesuai Teori George Edward III. Faktor pendukung Implementasi Kebijakan Pariwisata Kampung Adat Kambajawa di Kabupaten Sumba Tengah adalah Adanya Sumber Daya Manusia yang cukup dan Kejelasan Struktur Birokrasi. Customary law in the utilization of space in coastal areas and small islands, to manage marine space requires recognition of MHA as its management unit. In Teluk Bintuni, the Regional Regulation (Perda) concerning the recognition of the seven large tribes of Teluk Bintuni is currently in the legalization stage. This study aims to determine 1) the policy of the Fisheries Service Government in managing fisheries resources applied in Tirasai Village, 2) the inhibiting and supporting factors for fisheries resource management in Tirasai Village. This type of research uses qualitative with a descriptive approach. The development of this tourist attraction holds great potential to enhance the local community’s economy. This study aims to analyze policy strategies for the development of Lake Ranamese tourism, the supporting factors, and the challenges faced.This research employs a qualitative descriptive method with a case study approach. Data were collected through interviews, observations, and documentation from various stakeholders, including the Department of Culture and Tourism and the local community. The findings indicate that the development of Lake Ranamese tourism has positively impacted the community, particularly in increasing income through tourism-related sectors such as homestay services, tour guiding, and culinary businesses.However, several obstacles remain, including a lack of promotion, limited infrastructure, and suboptimal coordination between the government and the community. Therefore, an ecotourism-based strategy and active community participation are crucial in ensuring the sustainability and attractiveness of Lake Ranamese tourism. Sertifikasi label halal ini dilakukan oleh pihak Badan Penyelenggara Jaminan Halal sebagai salah satu kebijakan pemerintah, pelaksanan ini dilakukan dalam rentang waktu 8 bulan yang dimulai dari maret hingga Oktober. Penelitian ini bertujuan untuk mengevaluasi mengenai peranan sertifikasi label halal pada pelaku UMKM yang dilakukan oleh Badan Penyelenggara Jaminan Halal. Dalam penelitian ini peneliti menggunakan jenis penelitian kualitatif, metode penelitian dilakukan dengan wawancara dan dokumentasi dengan penilaian hasil evaluasi kebijakan menggunakan enam indikator penilaian evaluasi yakni Efektifitas, Efisiensi, Kesamaan, Ketepatan, Responsivitas, dan Kecukupan. Dari hasil tersebut didapatkan bahwa enam indikator tersebut dinilai berhasil dengan nampaknya peningkatan dalam penjualan produk UMKM setelah dilakukan sertifikasi. The problem of clean water in Bangka Lewat village, Kuwus District, West Manggarai Regency is experiencing difficulties in getting clean water. The purpose of this study is to evaluate the Community-Based Drinking Water and Sanitation Supply Program (PAMSIMAS) in Bangka Lewat village. The method used in this study is a qualitative research method. In this study, an evaluation theory from William N Dunn was used which consisted of six criteria, namely effectiveness, efficiency, adequacy, alignment, responsiveness, and accuracy. The results of this study show that the pamsimas in Bangka Lewat village has been running well but not optimally, the benefits of the PAMSIMAS program are able to distribute clean water, and are able to change the lifestyle of the community for the better. But there are still shortcomings such as the uneven distribution of house connections. Government policy regarding good cosmetics focuses on ensuring that cosmetic products available on the market have safety and quality standards. Increasing public awareness of cosmetic safety encourages the importance of monitoring products in circulation. The Food and Drug Supervisory Agency (BPOM) has a very important role in regulating and supervising all products circulating in Indonesia, including cosmetics. This study aims to evaluate BPOM policies regarding the implementation of Good Cosmetic Manufacturing Methods (CPKB) in the UD cosmetics industry. Halimaa Surabaya, based on William N. Dunn's policy evaluation theory with the criteria of effectiveness, efficiency, adequacy, equity, responsiveness and accuracy. This research uses descriptive qualitative methods with data collection techniques through interviews, observation and documentation. The research results show that the implementation of the CPKB policy at UD. Halimaa has fulfilled several aspects, but there are obstacles such as limited production facilities, lack of optimal quality control, and minimal policy outreach to employees. The research employs a qualitative method with a descriptive approach. Data were collected through in-depth interviews, observations, and documentation. The findings indicate that village funds have contributed to basic infrastructure development, such as access roads and irrigation, but the outcomes remain suboptimal. Supporting factors include fund availability and community participation, whereas the main obstacles are the community's limited understanding of village fund regulations and the lack of human resources. Despite the growing labor force, limited employment opportunities and skills continue to be persistent issues. This study aims to examine the effectiveness of collaborative governance implemented by Sidoarjo Regency in expanding employment opportunities. The approach used is descriptive qualitative research with data collection techniques through observation, interviews, and documentation. The results show that the Sidoarjo Regency's Department of Manpower plays a key role in bridging various stakeholders, including the government, businesses, educational institutions, labor unions, and the media. This collaboration is manifested through the organization of job fairs, the utilization of digital platforms for job vacancy information, the provision of vocational training through the Vocational Training Center (BLK), and partnerships with vocational schools (SMK) and companies to align curricula with industry needs. However, the effectiveness of this collaborative governance still faces challenges, such as suboptimal coordination between related sectors, limited resources for program implementation, and insufficient monitoring and evaluation of the impact of policies. As the largest source of state revenue, taxes must be managed well so that revenue can be maximized. The provincial government formed an authorized body to carry out motor vehicle tax collection, namely SAMSAT (Single Administrative System Under One Roof). So service standards are standardized measures in the delivery of public services as guidelines that must be adhered to and implemented by service providers. qualitative descriptive research which is descriptive and analytical in nature using a case study approach, while the focus of written research is according to the problem formulation, where the research problem formulation is used as a reference in determining the research focus and with theories according to Surjadi (2009) regarding Public Service Standards, namely 1) service procedures 2) Completion Time 3) Service Costs 4) Service Products 5) Facilities &amp; Infrastructure 6) Competence of Service Providing Officers. In the written research, the data collection technique was through interviews with 10 informants consisting of 5 taxpayers and 5 Samsat officers, then the results of the interviews were retrieved by the researcher so that they could be taken into discussion. Woven sarong crafts are a cultural heritage that has high economic value and has the potential to become a leading sector in the creative economy. However, local craftsmen still face various obstacles such as limited market access, lack of product innovation, and minimal support in terms of technology and marketing. The research method used is descriptive qualitative with a case study approach. Data was collected through in-depth interviews, participant observation, and documentation of craftsmen, community leaders, and other related parties. The analysis was carried out based on community empowerment theory which includes the stages of awareness, capacity building and empowerment. The research results show that empowerment efforts have been carried out through various training programs, mentoring and marketing support. However, the effectiveness of this program is still limited due to the lack of policy continuity and the minimal active role of the government and the private sector. The approach used is the ACTOR community empowerment theory, which includes 6 indicators: Authority, Confidence and Competence, Trust, Opportunity, Responsibility, Support. This study uses a qualitative descriptive method with data collection techniques, namely interviews, observations and documentation. The results of this study indicate that the community empowerment strategy in the Wethan Wonderland thematic village is quite successful in several tourist villages with surrounding environments based on the ACTORS theory. Authority shows that permits in the management of thematic villages are based on active participation of residents, Trust and competence show that with support from the government and citizen participation, it is expected to be able to develop the tourism. Trust shows that by involving the community in every initiative, it is expected to provide welfare to the community. Opportunity shows that it not only provides economic benefits, but also strengthens togetherness. Responsibilities show that, with responsibilities that are evenly and effectively shared, it is expected to continue to develop into an attractive tourist destination. This study aims to define the implementation of empowerment programs through handicraft skills, analyze the results of the program, and identify supporting and inhibiting factors in the empowerment process. The approach used is Parasuraman's service quality theory, which includes five main dimensions: tangibles (physical evidence), reliability, responsiveness, assurance, and empathy. This study uses a qualitative descriptive method with data collection techniques in the form of interviews, observations, and documentation. The results of the study indicate that the E-Kir Test service at the Tandes Motor Vehicle Testing UPTD, Surabaya, has succeeded in improving the quality of service by utilizing digital technology based on Parasuraman's theory. The tangible dimension shows that physical facilities such as waiting rooms, parking, and test equipment have met comfort standards, while reliability is reflected in the accuracy of real-time data that is free from manipulation, providing a sense of trust to users. The assurance dimension strengthens public trust through a system equipped with data protection and supported by competent officers. In addition, the responsiveness of the service is appreciated because officers are responsive in responding to user needs and complaints, both directly and through the application. Easily accessible technology and the speed of response of officers ensure that the Kir Test process is more efficient and transparent. The study focuses on effectiveness, efficiency, and adequacy based on Winarno’s policy evaluation model. Managed by the East Java Office of Women's Empowerment, Child Protection, and Population (DP3AK), the GASPOL program includes self-defense training and economic and social empowerment activities to improve the safety, skills, and well-being of female online motorcycle taxi drivers. This research employs a qualitative method with data collection techniques including in-depth interviews, observations, and documentation. Data were gathered from informants, including DP3AK officials, program leaders, program members, and customers. The findings indicate that the program has had a positive impact on increasing participants' protection and self-confidence, despite several challenges such as budget constraints, low participant engagement, and difficulties in benefit distribution. The study recommends enhancing the program’s effectiveness through increased budget support, improved program outreach, and greater involvement of strategic partners. Additionally, the study explores the supporting and inhibiting factors in empowering Pokdarwis to develop the potential of coffee educational tourism. This research employs a qualitative approach to reveal the actual conditions that may be hidden (Moleong, 2006), with data collected through interviews, observations, and documentation.</em></p> <p><em>The results show that Pokdarwis plays a strategic role as a driving force in supporting the realization of Sapta Pesona and ensuring the sustainability of coffee educational tourism destinations. Supporting factors include local government support, the natural and historical potential of Colol Village, and the high quality of local coffee, which has gained international recognition. Inhibiting factors include the community's lack of literacy regarding tourism management, limited infrastructure accessibility, and insufficient promotion and marketing efforts.</em></p> <p><em>The conclusion of this study emphasizes the importance of collaboration among the government, the community, and the private sector in enhancing the capacity of Pokdarwis to support sustainable tourism management. The purpose of this study was to determine and analyze how the SIMMAMAH public service innovation program can be accepted by the Taman community. This research focuses on the five attributes of Rogers' service innovation, using a qualitative descriptive research method. The data collection technique itself uses interview techniques, observation to obtain qualitative data, and documentation retrieval techniques used to obtain a direct picture of the field. Therefore, PDAM Surya Sembada Surabaya, as the manager of clean water in Surabaya, is responsible for fulfilling the needs of clean water for the residents of Surabaya City. Starting from water distribution, pipe installation, to serving bill payments, and serving complaints about the services provided. The purpose of this study is to determine and analyze the quality of public services at PDAM Surya Sembada in Surabaya City. This study focuses on the application of the dimensions of service quality proposed by Zeithaml, Berry, and Parasuraman, using qualitative descriptive research methods. The data collection technique itself uses interview techniques, observations to obtain qualitative data, and documentation techniques used to obtain a direct picture in the field. The results of the study indicate that the quality of public services at the Regional Drinking Water Company (PDAM) Surya Sembada in Surabaya City, based on the dimensions of service quality proposed by Zeithaml, Berry, and Parasuraman, is classified as good.
