Nilai Publik dalam Revitalisasi Alun-Alun Jember sebagai Ruang Terbuka Hijau

The Jember Square Revitalization Program possessed normative references and allignment, while experiencing dynamic support from both the legislative and the community environment. Support from the authorized environment for government actions is crucial to creating public value for the community. Using Moore's public value concept, this study aimed to examine the actualization of public value in the Jember Square Revitalization Program. This research used a qualitative approach with the assistance of NVivo software. Data were collected through observation, in-depth interviews, literature studies, and documentation. The findings indicated that the legitimacy and operational capacity formed in this program have resulted in the actualization of public value in socio-cultural, economic, aesthetic, and educational and knowledge values. This study strengthened the conception of public value which states that there is a reciprocal relationship between the three dimensions of public value. The actualization of public value generated in this program enhanched the legitimacy and support of the Jember Regency community for the future management of this program. This study also showed that fiscal disincentive policies could actually strengthen the program's legitimacy. The central government's policy of cutting regional transfer funds meant that this program had to be implemented immediately in 2024 because the budgetary strength of the Jember Regency Government would decrease in the following year.
