Abstract
The problem of peace and public order is a separate problem in Gresik Regency because the development of the city of Gresik will have its own impact from the government, such as the emergence of street vendors, traffic jams, and increased crime. The problem of this research is how is the role of Satpol in controlling public order in Gresik district and what factors are the obstacles to the implementation of public order. The purpose of this study is to analyze the role of the Gresik Regency Satpol PP in carrying out public order in the Gresik Regency area in implementing Regional Regulation number 2 of 2022. Also, to find out the factors that are hindering its implementation. The author uses a descriptive qualitative method with data collection techniques through interviews and documentation. The process of determining informants used a purposive technique, including structural officials of Satpol PP. This research was conducted using role theory, the role of government in public order, and the concept of public order. This research provides a more in-depth description of the role of Satpol PP in maintaining public order in the Gresik Regency area. This will include an analysis of the duties and powers assigned to Satpol PP based on the government regulations governing that agency. The author recommends the preparation of clear operational guidelines and standards to guide Satpol PP actions in dealing with certain situations and ensure consistency in enforcing public order.
