Policy is a broad and multidimensional concept, so a comprehensive understanding is needed to understand how policies are formed, implemented, and evaluated. Customary law in the utilization of space in coastal areas and small islands, to manage marine space requires recognition of MHA as its management unit. In Teluk Bintuni, the Regional Regulation (Perda) concerning the recognition of the seven large tribes of Teluk Bintuni is currently in the legalization stage. This study aims to determine 1) the policy of the Fisheries Service Government in managing fisheries resources applied in Tirasai Village, 2) the inhibiting and supporting factors for fisheries resource management in Tirasai Village. This type of research uses qualitative with a descriptive approach. The results of the study indicate 1) the policy of the Fisheries Service Government in the management of fishery resources implemented in Tirasai Village, the community applies local wisdom in the utilization of fish resources such as Dabom, Lobe, and Goto, then the community carries out local wisdom in the management of fish resources in the form of following customary rules, customary protection (Sacred Places), utilization based on customary areas, fishing as a customary habit. 2) inhibiting factors in the management of fishery resources in Tirasai Village are environmental constraints and natural conditions, socio-economic, institutional and technological. While the supporting factors for the management of fishery resources in Tirasai Village are the Ministry of Marine Affairs and Fisheries (KKP), local government, and local communities
