Implementasi Kebijakan Diversi Tentang Peradilan Anak Sesuai Undang-Undang Nomor 11 Tahun 2012 Di Polres Bojonegoro
Abstract
Human resources are one of the implementing elements in organizational activities who are tasked and responsible for carrying out the organization's operational activities. One agency that has a fairly wide range of resources is the National Police institution. Polri's Human Resources are the Polri's most important asset in carrying out bureaucratic reform. Therefore, the Lakatpuan program is a program initiated by the National Police Headquarters which is continued by the ranks below, namely the Regional Police, the Regional Police and the Sector Police, one of which is the Bojonegoro Police which uses the Latkatpuan program which is more aimed at providing training to police officers. The aim of this research is to describe and analyze data: 1) To identify and analyze how the implementation of the "Latkatpuan" program improves the quality of human resources for members of the Bojonegoro Police and 2) To identify and analyze what factors influence improving the quality of human resources member of the Bojonegoro Police. Then, in the research results studied using the Edward III method, there are several conclusions as follows: 1. Communication In the communication variable, it can be concluded that this activity went well because it was supported by effective communication and coordination, both internal and external communication. 2. Resources One of the factors that supports the running of the Latkatpuan program is that it is supported by various kinds of resources, both internal human resources at the Bojonegoro Police and external resources such as the parties involved. Then there is the factor of sufficient financial resources and also the facility resources that support the running of activities are also quite good. 3. Character Disposition or attitude of program implementers who have full commitment and carry out the mandate stated in the law well, making this program able to run optimally. 4. Bureaucratic Structure The existence of an effective, fast, transparent and accountable bureaucratic structure is one of the factors that helps the Latkatpuan program run.
