Abstract
To realize an increase in MSME sales through the procurement of goods/services, Local E-Catalog
innovations such as E-Peken are carried out by the Surabaya City Government to facilitate the
process of selling and transacting MSME goods/services. The purpose of this study was to analyze the
Local E-Catalog policy in the Surabaya City Government Goods/Services Procurement process for
MSMEs, to analyze the results of the implementation of the Local E-Catalog policy in the Surabaya
City Government Goods/Services Procurement process for MSMEs and to analyze the positive and
negative impacts of implementing the E-policy. -Local catalog in the process of procuring
goods/services for the Surabaya City Government for MSMEs. This type of research is a qualitative
study with a descriptive approach. The research subjects were 5 MSME entrepreneurs in the city of
Surabaya. Data collection methods are carried out by observation, interviews and documentation.
Data analysis techniques through qualitative descriptive methods. The results of the study prove that
the local E-Catalog Policy in the process of procuring goods/services for the City Government of
Surabaya for MSMEs as a whole has fulfilled the factors of public policy implementation. The results
of the implementation of the Local E-Catalog policy in the Surabaya City Government
Goods/Services Procurement process for MSMEs have met the indicators of public policy
implementation with the result that there were 15,081 Peken transactions with a total transaction of
Rp. 7.5 billion in September 2022. Then there are several positive impacts from implementing the
local e-catalog policy, namely: Assisting in saving budgets, because there is enough admin to make it
more efficient; Procurement process through e-catalog is faster; Get information about procurement
through e-catalogs more easily; Obtain socialization of programs carried out by the government
regarding procurement through e-catalogs; Procurement through e-catalogs contributes to the
resilience of MSME organizations and Procurement through e-catalogs helps to increase the stability
and growth of MSMEs.
