Abstract

Human resource development is a process of improving the quality or ability of humans in order to achieve national development goals and has an important role in achieving success. The important role of human resources as a whole is as basic capital to implement management by increasing efficiency, quality, and equity of services. Educational efficiency is obtained through the professionalism of human resources in managing existing resources and all interests. The Kaimana Regency Regional Secretariat, which is an element of the regional government staff led by the regional secretary, is located in the region and is responsible to the regent. The regional secretary has the task of assisting the regent in carrying out general staff tasks, coordinating the implementation of regional government tasks, fostering administration, organization and procedures and technical administrative services. As seen in the cycle of the regional secretariat apparatus which culminates in the regional secretary, indicating that the role of the regional secretary is very strategic in determining the success of the Regency government in carrying out its main tasks and functions. Several factors that drive the implementation of competency development in the era of adapting to new habits are: first, the increasing need for new competencies in the disruptive era will of course require more types of competency development. Second, budget efficiency as an implication of virtual learning can be diverted to accommodate the implementation of other competency development programs. Third, there are many paths in non-classical training that still have the opportunity to be developed because in the future non-classical training will be the main choice.
