Abstract

This study aims to analyze the role of the Village-Owned Enterprises (BUMDes) Mutiara Welirang in the development of tourist villages in Ketapanrame Village, Trawas District, Mojokerto Regency. This research used a qualitative approach with a case study method. Data collection techniques were conducted through in-depth interviews, field observations, and documentation. Theoretically, this research refers to the role theory of Pitana and Gayatri (2005), which divides the role of BUMDes into three main dimensions: as a motivator, facilitator, and dynamizer. The results show that BUMDes acts as a motivator by building community ecological awareness on the importance of preserving the tourism environment. As a facilitator, BUMDes provides tourism facilities and infrastructure and encourages the preservation of local culture. Meanwhile, as a dynamizer, BUMDes drives the village economy through the development of tourism-based business units such as homestays, culinary, and other supporting services, however, the research also found constraints in management, such as limited human resources and weak coordination between stakeholders. Therefore, this study recommends increasing human resource capacity, preparing institutional SOPs, digital promotion, and strengthening partnership networks. The findings are expected to be a practical contribution to BUMDes-based tourism village management in other regions, as well as enrich the theoretical literature related to local institutional development in the context of sustainable tourism development.
