Peranan Pegawai Sekretariat Dewan Perwakilan Rakyat Daerah Dalam Membantu Pelaksanaan Fungsi Dewan Perwakilan Rakyat Daerah Di Kabupaten Situbondo

Abstract

This study aims to determine the implementation of the duties and
functions of the DPRD Secretariat in assisting the implementation of the functions
of the Situbondo Regency DPRD and the factors that influence it. This research
is a type of qualitative research with a descriptive approach. The data collection
of this research was carried out through observation, interviews, document
studies. Furthermore, the data analysis used is data reduction, data presentation,
and conclusion drawing
The results of the research found that based on the role indicators of the
Secretariat of the Situbondo Regency Regional People's Representative Council
which consists of main tasks, behavior patterns, parts of a function and cause
and effect relationships in implementing the functions of the Situbondo Regency
DPRD, the Secretariat of the Situbondo Regency Regional People's
Representative Council turns out to be the DPRD Secretariat in supporting The
DPRD's three functions are only to facilitate the needs for facilities and
infrastructure, all meeting needs, and all administrative needs, which are quite
instrumental and have not yet run optimally. The Secretariat of the Regional
People's Representative Council of Situbondo Regency carries out three types of
roles, namely: 1) The role of facilitating facilities and infrastructure supporting the
activities of the Regional People's Representative Council, 2) The role of
preparing DPRD activity programs and preparing DPRD supporting activity
programs in the RKA and 3) The role of preparing accountability requirements
administration of activity implementation (SPJ).
Factors that become obstacles for the Situbondo Regency Council
Secretariat in assisting the implementation of the functions of the Situbondo
Regency Regional People's Representative Council can be seen from the role of
the Situbondo Regency Regional People's Representative Council Secretariat,
there is still a sectoral ego that often views its own duties as the most important
compared to other people's tasks, the existence of Excessive demands for crossdivision of work within the organization, lack of concern from the leadership to
carry out cross-sectoral coordination, considering that the performance of the
Regional People's Representative Council of Situbondo Regency in carrying out
its functions requires considerable facilitation support from the Secretariat of the
Regional People's Representative Council.
