Marine governance is an essential component that cannot be separated from efforts to realize the Ocean Decade 2030. In Indonesia, marine governance still faces several challenges, including the suboptimal utilization and development of coastal areas and small islands, as well as increasing marine pollution resulting from business activities. Furthermore, in terms of regulations and institutional frameworks, overlapping rules and authorities continue to hinder the effectiveness of marine governance. This study aims to analyze capacity development at the policy and institutional levels (enabling environment) within Indonesia’s marine governance toward the Ocean Decade 2030. The research employs a Systematic Literature Review using the PRISMA approach. Data were collected through documentation techniques by searching information from various sources, including Google Scholar, Garuda, ScienceDirect, PubMed, and other relevant databases. After the screening process, 15 articles met the criteria for further review. The study applies the capacity development theory at the enabling environment level, which involves strengthening policy and institutional (organizational) frameworks, along with marine governance theory. The research results reveal that marine governance in Indonesia is based on Law Number: 32 of 2014 and Presidential Regulation Number: 16 of 2017. with two main institutional levels: decision-makers and implementers. Marine governance is carried out through policies that enable collaboration among various actors, both individuals and organizations. Three key policy areas drive marine governance: Regulations that support marine investment,Protection of marine ecosystems, and Social welfare justice. Capacity development efforts include the involvement of community monitoring groups, training for fishermen, and the strengthening of cross-sector and institutional collaboration. Marine governance is also directed toward investment in digital technologies such as Big Data, IoT, and AI to improve monitoring efficiency. Collaboration among government, academia, the private sector, and communities serves as a key foundation for building an inclusive marine economic system.
