Abstract

Online services through the WhatsApp application service can make it easier for the public to take care of making birth certificates and services can continue without having to meet face to face. Especially during this pandemic, people tend not to want to visit the Office of Population and Civil Registration to take care of population administration documents. In administering population document services through the WhatsApp program, the Population and Civil Registry Service apparatus needs to supervise so that there is no fraud from officials who take advantage of the opportunity, so that a sense of trust is created from the community to provide services through the WhatsApp program, and for printing it can be done in the village assisted by service officers village. The aim of the study was to analyze the innovation of the birth certificate quotation service via Whatsapp at the Kaimana Regency Dispendukcapil and to analyze the factors that became the innovation of the birth certificate quotation service via WhatsApp at the Kaimana Regency Dispendukcapil.

This type of research is descriptive with a qualitative approach. Data collection techniques using triangulation techniques, namely a combination of observation, interview, and documentation techniques. Data analysis techniques were carried out by collecting data, reducing data, presenting data, and drawing conclusions.

The results of the study show that the innovation of the Savings Package 1 service already has innovation success factors (Innovation Success Factors) according to Cook, Matthews, and Irwin (Grisna and Wawan, 2013) analyzed using the theory of thought of Parasuraman et al., (1988) as quoted by Christina (2011) which consists of Reliability, Responsiveness, Empathy, Tangible, and Technology, so that it can be said to be successful even though it still has implementation problems. The advice that can be given is to continue to try as much as possible to improve the quality of the Birth Certificate Quotation service innovation through Whatsapp at the Dispendukcapil, Kaimana Regency.
