Abstract

The high poverty rate remains one of the main challenges faced by Sidoarjo Regency. Despite the growing labor force, limited employment opportunities and skills continue to be persistent issues. This study aims to examine the effectiveness of collaborative governance implemented by Sidoarjo Regency in expanding employment opportunities. The approach used is descriptive qualitative research with data collection techniques through observation, interviews, and documentation. The results show that the Sidoarjo Regency's Department of Manpower plays a key role in bridging various stakeholders, including the government, businesses, educational institutions, labor unions, and the media. This collaboration is manifested through the organization of job fairs, the utilization of digital platforms for job vacancy information, the provision of vocational training through the Vocational Training Center (BLK), and partnerships with vocational schools (SMK) and companies to align curricula with industry needs. However, the effectiveness of this collaborative governance still faces challenges, such as suboptimal coordination between related sectors, limited resources for program implementation, and insufficient monitoring and evaluation of the impact of policies. Therefore, this study recommends enhancing cross-sector coordination, optimizing the use of technology in spreading employment information, and improving the quality of vocational training to better match industry needs. By implementing these steps, the expansion of employment opportunities in Sidoarjo Regency can be more effective and sustainable
