Abstract

This study aims to analyze the effectiveness of the Shipping Cost Subsidy as a vital policy instrument in overcoming the economic and social challenges in Mahakam Ulu Regency (Mahulu), a region that has historically faced extreme accessibility and connectivity difficulties. Specifically, the research focuses on two main dimensions: the role of SOA in structural inflation control and its impact on improving transportation accessibility for the disadvantaged community.A descriptive qualitative approach is employed through a single-embedded case study design, utilizing key informants from policymakers, logistics operators, and beneficiaries in isolated villages.Findings indicate that inflation in Mahakam Ulu is dominatedby structural inflation, caused by a high-cost economy, where logisticstransportation costs can be equivalent to the price of the commodity itself (double payment). SOA proves vital as a short-term shock absorber to curb price disparities in staple goods, successfully replicating the principle of the Law of One Price. However, this effectiveness is highly vulnerable to natural factors, such as the receding Mahakam River, which triggers momentary scarcity and subsequent price speculation.Furthermore, the analysis reveals that limited transportation access creates a 'hidden poverty tax', which absorbs the income of poor households and restricts their access to crucial health services and education. The expansion of SOA to passenger subsidies (for speedboats and pioneer flights) enhances social mobility. Nevertheless, the effectiveness of these subsidies remains limited by the imbalance in coverage of mass transportation routes, failing to reach many poverty pockets.In conclusion, sustainable price stabilization and accessibility enhancement strategies must focus on physical and structural interventions. This includes strengthening Inter-Regional Cooperation to guarantee supply, and, most fundamentally, investing in adaptive and modular connectivity infrastructure such as subsidized ferries to permanently reduce logistics costs, thereby making the price stabilization policy more proactive and inclusive.
