Abstract

Community empowerment through innovative home training is one of the programs initiated by BPSDMP Kominfo Surabaya which aims to make the surrounding community into a community that is empowered and sustainable. The approach used is the theory of community empowerment, namely the Asset Based Community Development (ABCD) theory which contains 4 indicators, namely: Audience (Participants), Behavior (Behavior), Condition (Condition), Degree (Level). This study uses a qualitative descriptive method with data collection techniques, namely interviews, observation and documentation. The results of this study indicate that community empowerment in the innovative home program has been successfully implemented based on the Asset Based Community Development (ABCD) theory, Audience (Participants), shows that in the implementation of training all levels of society can participate in the implementation of innovative home training, both from the general public and people with disabilities, Behavior (Behavior), shows that after participants take part in the training, they can go directly into the world of society and are able to produce new innovations, Condition (Condition), shows that before and after the training participants are required to fill out questions in order to find out the level of ability of the training participants, Degree (Level). shows this after participants carry out the training. Participants who were initially powerless become more empowered and their economy improves. Researchers concluded that community empowerment through innovative housing programs is not only used for training, but is also used to improve digital technology skills and digital literacy of training participants
