Abstract
This study aims to determine the empowerment strategy through thematic village program in making Surabaya a tourist destination (Study on Wethan Wonderland, Tandes District, Surabaya City). The approach used is the ACTOR community empowerment theory, which includes 6 indicators: Authority, Confidence and Competence, Trust, Opportunity, Responsibility, Support. This study uses a qualitative descriptive method with data collection techniques, namely interviews, observations and documentation. The results of this study indicate that the community empowerment strategy in the Wethan Wonderland thematic village is quite successful in several tourist villages with surrounding environments based on the ACTORS theory. Authority shows that permits in the management of thematic villages are based on active participation of residents, Trust and competence show that with support from the government and citizen participation, it is expected to be able to develop the tourism. Trust shows that by involving the community in every initiative, it is expected to provide welfare to the community. Opportunity shows that it not only provides economic benefits, but also strengthens togetherness. Responsibilities show that, with responsibilities that are evenly and effectively shared, it is expected to continue to develop into an attractive tourist destination. Support shows that, although still dependent on self-help funds and good cooperation between all parties and there is a great variety. This study concludes that community empowerment through thematic villages is not only to beautify the village but is successful for the welfare of the local community
